For such products as well as for products imported into Russia for the first time it is necessary to have state registration.

Certificate of state registration of products (CSR) is a state approved document confirming the products are compliant with Uniform Sanitary, Epidemiological and Hygienic Requirements of Customs Union. This certificate has no time limits and valid for all countries of Customs Union. CSR may be issued for the resident of Customs Union or a foreign company. List of products subject to mandatory state registration can be found in Section 2 of “Uniform List of Products Subject to Sanitary and Epidemiological Supervision (Control) at the customs border and the customs territory of Customs Union”.

Why Certificate of State Registration of Product is Needed?

Sanitary evaluation of products is needed to confirm the safety of products. Safety requirements are stated in the “Uniform Sanitary and Epidemiological and Hygienic Requirements for Products Subject to Sanitary and Epidemiological Supervision (Control)”. Certificate of State Registration of Products are needed for goods imported into the territory of Customs Union and the subsequent sale of products in the markets of the member countries.

To obtain a certificate of state registration it is necessary firstly for domestic products that pose direct danger and threat to human life. Testing of such products is carried out before the start of production at the preparation stage. As for foreign analogues that were not sold on the territory of Russia, they are subject to mandatory state registration in advance at the entry into the territory of our country.

Certificate of state registration of products is needed to assess the potential danger of these products for human life and the environment. Testing before issuing a certificate allows one to set the content of hazardous substances and elements in the tested products, as well as to provide the necessary conditions for their disposal. Thus it is possible to minimize or even prevent the negative effects of these products on the environment.

Where Certificate of State Registration Can be Obtained?

To obtain a certificate of state registration it is necessary to contact Ministry of Health of Russia. In addition, it is necessary to get products tested by State sanitary-epidemiological service.

To receive the documents you will need to prepare the set of documents in accordance with Russian standards.

Complete list of documents required for registration can be found, for example, on the website of Federal Service for Supervision of Consumer Rights Protection and Human Welfare for the city of St. Petersburg (Rospotrebnadzor).

Registration authority issues registration certificate in state approved form only after review of these documents. Information about state registration of products is mandatorily entered in the state register.
